The Lombardy Region Health Directorate Decree N.13237 of 18/11/2008, implementing the directives issued by the DGR 12/03/08 n. 8/6777 Update of the "Guidelines for the management of the asbestos risk", the DGR 22/12/05 n. 8/1526 Approval "Lombardy Regional Plan Asbestos" (PRAL), the Law no. 17 of 29/09/03 Standards for environmental restoration, remediation and disposal of asbestos, provides a unique guideline with regard to the presence in the stable roofs made of asbestos.

The decree aims at achieving a COMPLETE ASBESTOS REMOVAL from the Lombardy region within 10 years of entry into force of PRAL (i.e. within 2016), by strictly applying the "Protocol for the evaluation of the conservation condition of the asbestos cement roofings".

Pursuant to the compulsory project, the protocol mentioned above must be managed through these simple steps:

1. EVALUATION OF CONSERVATION STATUS OF THE ROOFINGS;
2. ASBESTOS RECLAMATION WORKS.

1. EVALUATION OF CONSERVATION STATUS OF THE ROOFINGS;

The evaluation of conservation status of the asbestos-cement roofing is done by using a particular index, the Degradation Index (DI), and is carried out by specialized technicians through the ROOFING INSPECTION and laboratory tests.

Based on the obtained result, the possible interventions to be started are:

1) DI less then or equal to 25: NO INTERVENTION FOR THE MOMENT.
Review every second year.
2) DI between 26 and 44: RECLAMATION WITHIN 3 YEARS.
3) DI equal to or greater than 45: REMOVAL OF COVER WITHIN THE NEXT 12 MONTHS.

In case “not dangerous” materials are maintained in place, the property owner and/or supervisor of the activity that takes place there, according to DM 6 September 1994, has to appoint a responsible for supervision and coordination of all maintenance activities that may affect the asbestos materials and keep proper documentation showing the location of the RCA.

2. ASBESTOS RECLAMATION WORKS.

Regulations provide for three asbestos reclamation methods: roofing, encapsulation and reclamation.

1) ROOFING: is the process of insulating asbestos with a cover. This method is convenient when the structure is stable enough to stand an additional weight.

2) ASBESTOS ENCAPSULATION: is the process of sealing asbestos-cement covering in a protective shell. Before the encapsulation process, specific covering products are used to clean the asbestos cement covering, so that the encapsulating product can be perfectly sticked.

3) ASBESTOS REMOVAL: is the process of complete asbestos removal. It’s certainly the best method because it allow the problem to be permanently solved.
